The government sets goals to award a percentage of contracts to small and disadvantaged businesses. If you qualify for one or more of these programs, entire competitions are limited to businesses like yours — dramatically improving your odds.

Never misrepresent ownership or control to obtain a certification — this is treated as a serious federal fraud issue (False Claims Act exposure). Get honest legal/SBA guidance if your ownership structure is complex (e.g., multiple owners, holding companies).
